Si la tendance se \nmaintient, une importante crise du logement frappera le Qu\u00e9bec et \ncelle-ci touchera durement les m\u00e9nages locataires. Le RCLALQ interpelle \nla ministre de l\u2019Habitation, Andr\u00e9e Laforest, sur la n\u00e9cessit\u00e9 de mieux \nprot\u00e9ger les locataires des hausses abusives de loyer en cr\u00e9ant un \nv\u00e9ritable contr\u00f4le des loyers et en r\u00e9formant la R\u00e9gie du logement.<\/p>\n\n\n\n<p>Le RCLALQ d\u00e9nonce \u00e9galement les r\u00e9centes campagnes des associations \nde propri\u00e9taires qui invitent leurs membres \u00e0 ne pas faire profiter les \nbaisses de taxes aux locataires ou encore \u00e0 laisser volontairement leur \nlogement vacant dans le but d\u2019augmenter le loyer par la suite. Dans le \ncontexte actuel, ces appels sont dangereux et contribueront \u00e0 la raret\u00e9 \ndes logements.<\/p>\n\n\n\n<p><strong>Une crise du logement \u00e0 l\u2019horizon<\/strong><\/p>\n\n\n\n<p>Les derni\u00e8res statistiques sur logement au Qu\u00e9bec sont tr\u00e8s \ninqui\u00e9tantes. Le taux d\u2019inoccupation est pass\u00e9 sous la barre du taux \nd\u2019\u00e9quilibre de 3%, s\u2019installant \u00e0 2,3%. Il sera dor\u00e9navant plus \ndifficile pour les locataires de trouver un nouveau logis, surtout un \nqui leur soit abordable. Avec une augmentation du prix du loyer de 3,4% \ndans la derni\u00e8re ann\u00e9e et de 21% en 10 ans, le co\u00fbt du logement augmente\n beaucoup plus rapidement que l\u2019inflation (16% en 10 ans).<\/p>\n\n\n\n<p>\u00ab Trop de locataires sont pris \u00e0 la gorge et n\u2019ont d\u2019autres choix que\n de couper dans leurs autres besoins de base. 34% des m\u00e9nages locataires\n du Qu\u00e9bec accordent plus de 30% de leur revenu pour se loger et pour \npr\u00e8s de 200&nbsp;000 m\u00e9nages, c\u2019est plus de la moiti\u00e9 du budget qui y \npasse.&nbsp;Il est urgent de contrer l\u2019appauvrissement des locataires en \ninstaurant un v\u00e9ritable contr\u00f4le des loyers \u00bb, indique le porte-parole \ndu RCLALQ, Maxime Roy-Allard.<\/p>\n\n\n\n<p><strong>Contr\u00f4ler les loyers, une n\u00e9cessit\u00e9e<\/strong><\/p>\n\n\n\n<p>Le RCLALQ d\u00e9nonce l\u2019approche de la R\u00e9gie du logement en mati\u00e8re de \nfixation des loyers. Les pseudo-mesures de contr\u00f4le sont inefficaces. \nElles sont facultatives et reposent sur les \u00e9paules des locataires. \u00ab \nNous avons tout sauf un r\u00e9el syst\u00e8me de contr\u00f4le des loyers. Il est faux\n de pr\u00e9tendre que propri\u00e9taires et locataires sont \u00e9gaux lorsque vient \nle temps de n\u00e9gocier une hausse de loyer. Dans les faits, bon nombre de \nlocataires craignent de refuser une hausse par peur de repr\u00e9sailles et \nbon nombre de propri\u00e9taires utilisent des strat\u00e9gies malveillantes pour \narriver \u00e0 leurs fins, par exemple en n\u2019indiquant pas dans leur avis \nd\u2019augmentation la possibilit\u00e9 de refuser les modifications demand\u00e9es \u00bb, \nd\u00e9plore M. Roy-Allard.<\/p>\n\n\n\n<p>Le Regroupement demande \u00e0 la ministre de l\u2019Habitation, Andr\u00e9e \nLaforest, de r\u00e9former la R\u00e9gie du logement et d\u2019instaurer un contr\u00f4le \nobligatoire et universel des loyers. Pour le RCLALQ, le logement est un \ndroit, non une simple marchandise. \u00ab Devoir choisir entre manger et \npayer son loyer est inacceptable. Le contr\u00f4le obligatoire et universel \ndes loyers est la solution aux abus r\u00e9p\u00e9t\u00e9s du march\u00e9 priv\u00e9 de \nl\u2019habitation.
