Une v\u00e9ritable crise du logement abordable s\u00e9vit actuellement dans plusieurs r\u00e9gions du Qu\u00e9bec. Sans l\u2019instauration d\u2019un contr\u00f4le obligatoire des loyers, la situation sera de plus en plus dramatique, notamment pour les 457\u00a0375 m\u00e9nages locataires du Qu\u00e9bec qui accordent d\u00e9j\u00e0 plus de 30% de leur revenu pour se loger \u00bb, d\u00e9nonce Maxime Roy-Allard, porte-parole du RCLALQ.<\/p>\n\n<p>Le RCLALQ tient \u00e9galement \u00e0 d\u00e9noncer les campagnes des associations de propri\u00e9taires qui appellent leurs membres \u00e0 ne pas tenir compte des baisses de taxes scolaires dans leur calcul d\u2019augmentation de loyer ou encore \u00e0 laisser volontairement leur logement vacant pendant 1 ann\u00e9e dans le but d\u2019en augmenter massivement le loyer par la suite. Dans un contexte o\u00f9 la raret\u00e9 des logements s\u2019acc\u00e9l\u00e8re rapidement, ces appels sont dangereux et contribueront \u00e0 la crise du logement imminente dans plusieurs r\u00e9gions du Qu\u00e9bec.<\/p>\n\n<p><strong>Les locataires ont le droit de refuser une hausse de loyer<\/strong><\/p>\n\n<p>Beaucoup de locataires croient que refuser une augmentation de loyer entra\u00eene automatiquement un d\u00e9m\u00e9nagement. Dans les faits, les locataires ont un mois \u00e0 la suite de la r\u00e9ception de l\u2019avis pour refuser la hausse, ou toute autre modification propos\u00e9e au bail, et ce, tout en conservant leur logement.<\/p>\n\n<p>Pour statuer sur le caract\u00e8re excessif d\u2019une hausse de loyer, il faut avoir en main certaines informations, plusieurs qui sont souvent difficiles \u00e0 obtenir pour les locataires. Outre le taux d\u2019ajustement de la R\u00e9gie (0,5% pour un logement o\u00f9 le chauffage n\u2019est pas inclus, 0,4% pour un logement chauff\u00e9 \u00e0 l\u2019\u00e9lectricit\u00e9, 0,4% pour un logement chauff\u00e9 au gaz, 2,6% pour un logement chauff\u00e9 au mazout), les locataires doivent notamment tenir compte de la variation des taxes fonci\u00e8res et scolaires ainsi que le montant des travaux majeurs effectu\u00e9s dans le logement et l\u2019immeuble. \u00c0 ce titre, avec les r\u00e9centes baisses de taxes scolaires dans plusieurs r\u00e9gions du Qu\u00e9bec, les augmentations de loyer permises seront plus faibles pour bon nombre de logements. Les locataires doivent donc \u00eatre doublement vigilantEs.<\/p>\n\n<p>Puisqu\u2019il peut \u00eatre difficile d\u2019effectuer de tels calculs, le RCLALQ invite les locataires \u00e0 communiquer avec le comit\u00e9 logement de leur secteur pour obtenir de l\u2019aide (<a href=\"https:\/\/rclalq.qc.ca\/\/comites-logement\/\">les coordonn\u00e9es des comit\u00e9s sont disponibles en ligne<\/a>).<\/p>\n\n<p><strong>Pour un v\u00e9ritable contr\u00f4le des loyers<\/strong><\/p>\n\n<p>Le RCLALQ d\u00e9nonce l\u2019approche de la R\u00e9gie du logement en mati\u00e8re de fixation des loyers, notamment le caract\u00e8re facultatif des mesures actuelles. \u00ab Nous avons tout sauf un r\u00e9el syst\u00e8me de contr\u00f4le des loyers. La R\u00e9gie du logement se comporte comme si propri\u00e9taires et locataires agissaient \u00e0 armes \u00e9gales, alors que dans les faits les locataires craignent souvent de refuser une hausse par peur de repr\u00e9sailles. Le fardeau \u00a0du contr\u00f4le repose donc enti\u00e8rement sur les \u00e9paules des locataires, ce qui en fait un syst\u00e8me fondamentalement injuste \u00bb, d\u00e9plore M. Roy-Allard. Le RCLALQ tient \u00e0 rappeler que moins de 0,2% des loyers sont fix\u00e9s par la R\u00e9gie du logement chaque ann\u00e9e.<\/p>\n\n<p>Le RCLALQ demande \u00e0 la ministre de l\u2019Habitation, Andr\u00e9e Laforest, de r\u00e9former la R\u00e9gie du logement et d\u2019instaurer un contr\u00f4le obligatoire et universel des loyers.
