Les manifestantEs \ninterpellent la ministre responsable de l\u2019Habitation, Lise Th\u00e9riault, \npour qu\u2019elle prenne les mesures n\u00e9cessaires afin de prot\u00e9ger les \nlocataires des fortes hausses de loyer et ainsi renforcer leur droit \u00e0 \ndemeurer dans leur logement.<\/p>\n\n\n\n<p>Pour le RCLALQ, trop de locataires sont pris \u00e0 la gorge et n\u2019ont \nd\u2019autres choix que de couper dans leurs autres besoins de base. \u00c0 \npreuve, selon le dernier recensement canadien, 34% des m\u00e9nages \nlocataires du Qu\u00e9bec accordent plus de 30% de leur revenu pour se loger \net, pour environ 58&nbsp;000 m\u00e9nages, c\u2019est l\u2019enti\u00e8ret\u00e9 de leur budget qui \npasse dans le loyer. \u00ab&nbsp;Dans un contexte d\u2019appauvrissement o\u00f9 le quart \ndes m\u00e9nages locataires gagne moins de 20&nbsp;000$ par ann\u00e9e, l\u2019absence d\u2019un \ncontr\u00f4le obligatoire et universel des loyers ne fait aucun sens \u00bb, \nindique le porte-parole du RCLALQ, Maxime Roy-Allard.<\/p>\n\n\n\n<p>Selon la Soci\u00e9t\u00e9 canadienne d\u2019hypoth\u00e8que et de logements, le loyer \nmoyen a augment\u00e9 de 22% en 10 ans au Qu\u00e9bec, soit beaucoup plus \nrapidement que l\u2019inflation pour la m\u00eame p\u00e9riode (15,7%). Consid\u00e9rant que\n de nombreux propri\u00e9taires demandent d\u2019importantes augmentations de \nloyer, il n\u2019est pas rare que les locataires se retrouvent devant \nl\u2019obligation de quitter leur logis pour d\u00e9m\u00e9nager dans un logement moins\n cher, mais en moins bon \u00e9tat, plus \u00e9loign\u00e9 ou de taille insuffisante.<\/p>\n\n\n\n<p><strong>Un vrai contr\u00f4le des loyers r\u00e9clam\u00e9<\/strong><\/p>\n\n\n\n<p>Le RCLALQ d\u00e9plore l\u2019absence d\u2019un v\u00e9ritable contr\u00f4le des loyers au \nQu\u00e9bec. Les pseudo-mesures de contr\u00f4le mises en place actuellement sont \ninefficaces. Elles sont facultatives et reposent sur les \u00e9paules des \nlocataires. \u00ab Il est faux de pr\u00e9tendre que propri\u00e9taires et locataires \nsont \u00e9gaux. Dans les faits, bon nombre de locataires craignent de \nrefuser une hausse par peur de repr\u00e9sailles et bon nombre de \npropri\u00e9taires utilisent des strat\u00e9gies malveillantes pour arriver \u00e0 \nleurs fins, par exemple en n\u2019indiquant pas dans leur avis d\u2019augmentation\n la possibilit\u00e9 de refuser les modifications demand\u00e9es. De plus, les \nlocataires ne disposent pas des informations n\u00e9cessaires permettant de \ncalculer si la hausse est justifi\u00e9e \u00bb, d\u00e9plore M. Roy-Allard. Le RCLALQ \ntient \u00e0 rappeler que moins de 0,5% des loyers sont fix\u00e9s par la R\u00e9gie du\n logement chaque ann\u00e9e.<\/p>\n\n\n\n<p>Pour le RCLALQ, le logement est un droit, non une simple marchandise.\n \u00ab Devoir choisir entre manger et payer son loyer est inacceptable. Le \ncontr\u00f4le obligatoire et universel des loyers est la solution aux abus \nr\u00e9p\u00e9t\u00e9s du march\u00e9 priv\u00e9 de l\u2019habitation.
