Le\nRegroupement des comit\u00e9s logement et associations de locataires du Qu\u00e9bec\n(RCLALQ) r\u00e9clame une application rapide et coercitive du nouveau R\u00e8glement sur\nl&#8217;h\u00e9bergement touristique. Rappelons que m\u00eame si ces modifications\nr\u00e8glementaires ne sont pas suffisantes pour contrer l&#8217;importante perte de\nlogements locatifs engendr\u00e9e par l&#8217;activit\u00e9 des plateformes d&#8217;h\u00e9bergement\ntouristique telles qu&#8217;Airbnb, le nouveau R\u00e8glement comporte des dispositions\nint\u00e9ressantes si elles sont bien appliqu\u00e9es. <\/p>\n\n\n\n<p>\u00ab La balle est maintenant dans le camp de\nRevenu Qu\u00e9bec et de ses inspecteurs qui disposent des outils n\u00e9cessaires pour\nrep\u00e9rer les contrevenants et les mettre \u00e0 l&#8217;amende. Par le pass\u00e9, les\ninspecteurs poss\u00e9daient d\u00e9j\u00e0 le pouvoir d\u2019\u00e9mettre des amendes, mais ils se\nlimitaient, la plupart du temps, \u00e0 de <a href=\"https:\/\/ici.radio-canada.ca\/nouvelle\/1195177\/revenu-quebec-amende-tourisme-etablissement-chalet-municipalite\">simples avertissements et \u00e9mettaient tr\u00e8s peu\nde constats d&#8217;infractions<\/a> \u00bb d\u00e9nonce\nMaxime Roy-Allard, porte-parole du RCLALQ. Depuis 2018, Revenu Qu\u00e9bec peut\nimposer des amendes pouvant aller jusqu&#8217;\u00e0 50 000$ par jour pour les personnes morales\ncontrevenantes. Les nouvelles dispositions r\u00e8glementaires, dont l&#8217;obligation\nd&#8217;obtenir et d&#8217;afficher un num\u00e9ro d&#8217;enregistrement pour la location d&#8217;une\nr\u00e9sidence principale, devraient faciliter le travail d&#8217;inspection.<\/p>\n\n\n\n<p>Le RCLALQ souhaite \u00e9galement questionner la\nministre du Tourisme, Caroline Proulx, sur les raisons pour lesquelles la mise\nen vigueur des nouvelles dispositions r\u00e8glementaires est pr\u00e9vue uniquement pour\nle mois de mai 2020. Le Qu\u00e9bec vit actuellement une importante crise du\nlogement et il est urgent de prot\u00e9ger le parc de logements locatifs qui est\ndurement touch\u00e9 par l&#8217;activit\u00e9 des plateformes d&#8217;h\u00e9bergement touristique comme\nAirbnb. \u00ab Au mois de mai, il sera trop tard pour pr\u00e9venir une situation\nd\u00e9sastreuse. De nombreux m\u00e9nages locataires risquent encore de se retrouver\nsans logement au 1er juillet \u00bb, clame le porte-parole. <a href=\"https:\/\/www.cmhc-schl.gc.ca\/fr\/data-and-research\/publications-and-reports\/housing-market-outlook-canada-and-major-centres\">Un r\u00e9cent rapport de la SCHL<\/a> pr\u00e9voit que le taux d&#8217;inoccupation descendra\naussi bas que 1,4% pour Montr\u00e9al en 2019 alors qu&#8217;il \u00e9tait de 1,9% l&#8217;ann\u00e9e\nderni\u00e8re. Il est donc \u00e0 pr\u00e9voir que plusieurs locataires auront de la\ndifficult\u00e9 \u00e0 se loger encore cette ann\u00e9e.<\/p>\n\n\n\n<p>Parmi les modifications r\u00e8glementaires\nr\u00e9cemment adopt\u00e9es, on retrouve l&#8217;obligation pour toute personne d\u00e9sirant\noffrir un logement sur une plateforme d&#8217;h\u00e9bergement touristique d&#8217;obtenir un\nnum\u00e9ro d&#8217;enregistrement et de l&#8217;afficher. Pour pouvoir louer une r\u00e9sidence\nprincipale, seul ce num\u00e9ro sera n\u00e9cessaire. Pour louer une r\u00e9sidence\nsecondaire, l&#8217;h\u00f4te devra \u00e9galement se procurer une attestation de\nclassification (panonceau) et donc \u00eatre en conformit\u00e9 avec la r\u00e8glementation\nmunicipale (zonage). La notion de r\u00e9sidence principale est \u00e9galement pr\u00e9cis\u00e9e&nbsp;:\nl&#8217;adresse qu&#8217;un individu utilise aupr\u00e8s des diff\u00e9rents minist\u00e8res et services\ndu gouvernement du Qu\u00e9bec. <\/p>\n\n\n\n<p>Finalement, le RCLALQ rappelle que la\nministre Proulx a manqu\u00e9 une occasion de taille pour limiter le nombre de jours\nde location permis sur ces plateformes comme l&#8217;ont fait d&#8217;autres l\u00e9gislations\ndans le monde. La responsabilit\u00e9 est encore d\u00e9l\u00e9gu\u00e9e aux municipalit\u00e9s\nd&#8217;imposer des cadres r\u00e8glementaires suppl\u00e9mentaires alors qu&#8217;elles n&#8217;ont pas\ntoujours les ressources n\u00e9cessaires pour s&#8217;assurer de leur respect. <\/p>\n\n\n\n<p>Pour ces multiples raisons, le RCLALQ est en\nfaveur de l&#8217;interdiction compl\u00e8te des plateformes d&#8217;h\u00e9bergement touristique\ncomme Airbnb afin de prot\u00e9ger le parc de logements locatifs et pour loger,\nd&#8217;abord et avant tout, les locataires. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Le Regroupement des comit\u00e9s logement et associations de locataires du Qu\u00e9bec (RCLALQ) r\u00e9clame une application rapide et coercitive du nouveau R\u00e8glement sur l&#8217;h\u00e9bergement touristique.
