Le Regroupement des comit\u00e9s logement et associations de locataires du Qu\u00e9bec (RCLALQ) exige des actions imm\u00e9diates du gouvernement de Fran\u00e7ois Legault pour contrer la s\u00e9v\u00e8re crise du logement qui frappe durement plusieurs r\u00e9gions du Qu\u00e9bec. Le plus r\u00e9cent Rapport sur le march\u00e9 locatif de la Soci\u00e9t\u00e9 canadienne d&#8217;hypoth\u00e8ques et de logement (SCHL) le confirme&nbsp;: avec un taux d\u2019inoccupation de 1,8% et une augmentation moyenne de 5,2% des loyers, la situation du logement est catastrophique pour de nombreux m\u00e9nages locataires. <\/p>\n\n\n\n<p>\u00ab Il ne fait aucun doute que les mois \u00e0 venir seront difficiles\npour les locataires \u00e0 faible et modeste revenu. Tr\u00e8s peu de logements sont\ndisponibles, et encore moins qui soient abordables et en bon \u00e9tat. Les grands\nlogements pouvant accueillir des familles sont aussi extr\u00eamement rares \u00e0 l\u2019\u00e9chelle\nde la province avec un taux d\u2019inoccupation \u00e0 1,2%. La ministre Andr\u00e9e Laforest\ndoit agir rapidement si l\u2019on veut \u00e9viter que des m\u00e9nages locataires se\nretrouvent \u00e0 la rue le 1<sup>er<\/sup> juillet prochain \u00bb, selon le porte-parole\ndu RCLALQ, Maxime Roy-Allard. Parmi les solutions, le RCLALQ r\u00e9clame\nl\u2019instauration d\u2019un contr\u00f4le obligatoire des loyers et d\u2019un registre des loyers\nainsi que la construction importante de logements sociaux.<\/p>\n\n\n\n<p><strong>Trop\npeu de logements disponibles<\/strong><\/p>\n\n\n\n<p>Le taux d\u2019inoccupation des logements locatifs pour le Qu\u00e9bec\nqui se situe \u00e0 1,8% est le plus bas depuis 2004. Nous sommes donc face \u00e0 la\nplus importante p\u00e9nurie de logements depuis le d\u00e9but des ann\u00e9es 2000. M\u00eame si la discrimination est interdite en vertu de la Charte\nqu\u00e9b\u00e9coise des droits et libert\u00e9s, beaucoup de propri\u00e9taires n\u2019h\u00e9sitent pas \u00e0\ndiscriminer ou \u00e0 utiliser diff\u00e9rents stratag\u00e8mes pour \u00e9viter de louer \u00e0\ncertaines personnes. D\u2019apr\u00e8s l\u2019enqu\u00eate de la SCHL, le loyer moyen a\naugment\u00e9 de 5,2% au Qu\u00e9bec, s\u2019\u00e9tablissant \u00e0 800$. Ces augmentations de loyer font\ntr\u00e8s mal aux locataires \u00e0 faible et modeste revenu. Pour les 195&nbsp;000 m\u00e9nages\nlocataires qui accordent plus de 50% de leur revenu au paiement du loyer, ces\nhausses signifient de devoir couper dans leurs autres besoins de base. Pour les\npersonnes recevant les prestations mensuelles de 690$ du programme d\u2019aide\nsociale, louer seul un logement d\u2019une chambre \u00e0 coucher (prix moyen de 716$)\nest tout simplement impossible. <\/p>\n\n\n\n<p>Le RCLALQ tient \u00e0 rappeler que les prix moyens r\u00e9v\u00e9l\u00e9s par\nla SCHL ne sont pas repr\u00e9sentatifs du loyer moyen mis en location. Ensuite, il est imp\u00e9ratif d\u2019instaurer un contr\u00f4le obligatoire et\nuniversel des loyers et de construire massivement des logements sociaux.
