En ce moment, des manifestantEs sont r\u00e9uniEs devant le bureau de la R\u00e9gie du logement \u00e0 Longueuil pour d\u00e9noncer les cons\u00e9quences des hausses abusives de loyer. Un peu plus t\u00f4t ce matin, une tourn\u00e9e des propri\u00e9taires habitu\u00e9s \u00e0 ce genre de pratiques se d\u00e9roulait \u00e0 Qu\u00e9bec \u00e0 l\u2019initiative du Bureau d\u2019Animation et Information Logement (BAIL-QC).&nbsp;&nbsp;&nbsp;&nbsp; <\/p>\n\n\n\n<p>\u00c0 la\nveille de la publication des indices d\u2019augmentation de loyer par la R\u00e9gie, le\nRCLALQ d\u00e9nonce le fait que leur utilisation est facultative pour les\npropri\u00e9taires. \u00ab Dans le syst\u00e8me actuel, c\u2019est au locataire d\u2019\u00e9valuer si la\nhausse de loyer demand\u00e9e par le propri\u00e9taire est justifi\u00e9e. Malheureusement,\nbon nombre de locataires craignent de refuser une hausse de loyer par peur de\nrepr\u00e9sailles. D\u2019autres ne savent tout simplement pas qu\u2019ils sont en droit de le\nfaire. En temps de crise du logement, plusieurs propri\u00e9taires malveillants\nn\u2019h\u00e9sitent pas \u00e0 demander des hausses exag\u00e9r\u00e9es puisqu\u2019ils savent qu\u2019il n\u2019y a\npas de logement disponible \u00bb, d\u00e9plore le porte-parole du RCLALQ, Maxime\nRoy-Allard.<\/p>\n\n\n\n<p><strong>Explosion du co\u00fbt des loyers un peu partout dans\nla province<\/strong><\/p>\n\n\n\n<p>Les derni\u00e8res statistiques sur le logement au Qu\u00e9bec sont tr\u00e8s inqui\u00e9tantes. Alors que le taux d\u2019inoccupation des logements est de 1,8%, le plus bas taux en 15 ans, le co\u00fbt moyen des loyers a subi une hausse de 5,2% au cours de la derni\u00e8re ann\u00e9e \u00e0 l\u2019\u00e9chelle de la province. Sur 5 ans, on parle d\u2019une augmentation moyenne de 16% tandis que l\u2019inflation a augment\u00e9 d\u2019environ 9% sur la m\u00eame p\u00e9riode. \u00ab Ann\u00e9e apr\u00e8s ann\u00e9e, on remarque que les augmentations de loyer sont beaucoup plus \u00e9lev\u00e9es que les indices produits par la R\u00e9gie. En l\u2019absence d\u2019un contr\u00f4le strict, le prix d\u2019un logement est soumis \u00e0 la loi de l\u2019offre et de la demande. Avec la crise du logement qui s\u00e9vit actuellement, on remarque que les hausses sont encore plus importantes et de plus en plus de locataires peinent \u00e0 joindre les deux bouts \u00bb, mentionne le porte-parole. <\/p>\n\n\n\n<p>Les hausses de loyer sont font sentir un peu partout dans la\nprovince. Les villes de Beauharnois (15,4%), de Boucherville et Brossard\n(13,4%), de Gatineau (10%), de Laval (7,7%), de Granby (7,5%), de Longueuil\n(7,5%) et de Drummondville (7%) sont particuli\u00e8rement touch\u00e9es par d\u2019importantes\nhausses de loyer cette ann\u00e9e. Rappelons que 34% des m\u00e9nages locataires du\nQu\u00e9bec accordent plus de 30% de leur revenu pour se loger et que pour pr\u00e8s de\n200&nbsp;000 m\u00e9nages, c\u2019est plus de 50% de leur budget qu\u2019ils doivent y\nconsacrer. <\/p>\n\n\n\n<p><strong>Contr\u00f4ler les loyers pour contrer la\ncrise<\/strong><\/p>\n\n\n\n<p>Alors\nque le 1<sup>er<\/sup> juillet est encore loin, les comit\u00e9s logement re\u00e7oivent\nd\u00e9j\u00e0 un nombre important d\u2019appels de locataires qui re\u00e7oivent des avis\nd\u2019\u00e9viction et qui cherchent de l\u2019aide. \u00ab Certains propri\u00e9taires tentent de\nprofiter du contexte de crise pour \u00e9vincer ill\u00e9galement des locataires et\naugmenter drastiquement le prix des loyers. Il y a tellement peu de logements\nsur le march\u00e9 qu\u2019ils savent qu\u2019ils finiront par trouver preneurs, peu importe\nle prix. Ce genre de pratique n\u2019est qu\u2019un exemple des multiples cons\u00e9quences de\nla crise du logement \u00bb, indique M. Roy-Allard.\n\nLe Regroupement demande \u00e0\nla ministre de l\u2019Habitation, Andr\u00e9e Laforest, de r\u00e9former la R\u00e9gie du logement\net d\u2019instaurer un contr\u00f4le obligatoire et universel des loyers. Pour le RCLALQ, le logement est un droit, non\nune simple marchandise. \u00ab Devoir choisir entre manger et payer son loyer est\ninacceptable. Le contr\u00f4le obligatoire et universel des loyers est la solution\naux abus r\u00e9p\u00e9t\u00e9s du march\u00e9 priv\u00e9 de l\u2019habitation.
