Suite \u00e0 la publication du rapport sur le march\u00e9 locatif de la\n Soci\u00e9t\u00e9 Canadienne d&#8217;hypoth\u00e8que et de logements (SCHL), le Regroupement\n des comit\u00e9s logement et associations de locataires du Qu\u00e9bec (RCLALQ) \ns&#8217;indigne des &nbsp;hausses de loyers, des hausses constantes depuis plus \nd&#8217;une d\u00e9cennie. Afin de contrer ces augmentations excessives, l<em>e RCLALQ demande un registre des loyers.<\/em>\n Le RCLALQ rappelle que les propri\u00e9taires ont l&#8217;obligation de d\u00e9clarer \nle loyer le plus bas pay\u00e9 dans les douze derniers mois. C&#8217;est dans la \nsection G du bail que doit se retrouver cette information. \u00abCette \nsection du bail n&#8217;est jamais remplie, privant ainsi les locataires de \nleur droit \u00e0 la fixation du loyer \u00bb d\u00e9plore France Emond, porte-parole \ndu RCLALQ. <\/p>\n\n\n\n<p>Le\n RCLALQ s&#8217;inqui\u00e8te plus particuli\u00e8rement des locataires de la ville de \nQu\u00e9bec qui subissent une hausse de 5%, avec des loyers moyens de 2 \nchambres \u00e0 coucher qui passent de 725$ \u00e0 763$, une hausse annuelle de \n456$.&nbsp; Les loyers de Trois-Rivi\u00e8res augmentent de 228$ par ann\u00e9e, une \nhausse de 19$ par mois.&nbsp; La situation est moins dramatique \u00e0 Montr\u00e9al o\u00f9\n les loyers moyens passent de 708$ \u00e0 719$, une hausse de 11$ par mois. \u00c0\n Gatineau, les loyers passent de 731$ \u00e0 746$, une hausse de 15$ par \nmois. Ceci \u00e9tant dit, toutes ces hausses sont sup\u00e9rieures aux taux \nd&#8217;ajustement de la R\u00e9gie du logement qui \u00e9tait de 0,9% pour les \nlogements non chauff\u00e9s. \u00ab&nbsp;Il n&#8217;y a aucune bonne&nbsp; raison pour que les \nloyers augmentent plus que les indices de la R\u00e9gie. &nbsp;Il faut que cesse \nl&#8217;arbitraire en mati\u00e8re de hausses de loyer&nbsp;\u00bb plaide madame Emond. Voil\u00e0\n pourquoi le RCLALQ revendique un contr\u00f4le universel et obligatoire des \nloyers appuy\u00e9 par un registre.&nbsp; Selon le RCLALQ, un contr\u00f4le des loyers \nest une mesure simple, efficace et peu co\u00fbteuse pour permettre \u00e0 tout le\n monde de se loger d\u00e9cemment. <\/p>\n\n\n\n<p>Le\n RCLALQ est toutefois soulag\u00e9 de constater que le march\u00e9 locatif se \nd\u00e9tend.&nbsp; M\u00eame si dans certaines villes comme&nbsp; Qu\u00e9bec et&nbsp; Saguenay,&nbsp; il y\n a toujours p\u00e9nurie de logements (sous le seuil de 3%), le&nbsp; taux \nd&#8217;inoccupation dans la Capitale passe maintenant de 0,7% \u00e0 2.2%.&nbsp; \n\u00ab&nbsp;C&#8217;est une bonne nouvelle pour les m\u00e9nages en recherche de logement&nbsp;\u00bb&nbsp;&nbsp;\n a indiqu\u00e9 madame Emond. Cependant, elle craint que les m\u00e9nages &nbsp;ne \npuissent trouver de logements abordables.&nbsp; <\/p>\n\n\n\n<p>En\n poste depuis l&#8217;automne, le ministre responsable de l&#8217;habitation, \nSylvain Gaudreault, tarde toujours \u00e0 mettre en place un registre des \nloyers qui freinerait ces abus. \u00ab&nbsp;C&#8217;est incompr\u00e9hensible \u00e9tant donn\u00e9 \ntous les appuis que nous avons re\u00e7us!&nbsp;\u00bb a d\u00e9plor\u00e9 madame Emond. \nDerni\u00e8rement, la Ville de Montr\u00e9al a \u00e9galement joint sa voix \u00e0 celle du \nRCLALQ pour le r\u00e9clamer. Par ailleurs, 32 d\u00e9put\u00e9s du Parti Qu\u00e9b\u00e9cois ont\n appuy\u00e9 cette revendication alors qu&#8217;ils \u00e9taient dans l&#8217;opposition.
