Beaucoup de locataires se heurtent \nd\u2019ann\u00e9e en ann\u00e9e \u00e0 des hausses de loyer qui d\u00e9passent consid\u00e9rablement \nles indices sugg\u00e9r\u00e9s par la R\u00e9gie du logement. Certains m\u00e9nages se \nvoient confront\u00e9s \u00e0 des hausses abusives, sans compter les nombreux \npropri\u00e9taires qui omettent de remplir la section G du bail, qui permet \nde conna\u00eetre le montant pay\u00e9 par l\u2019ancien-ne locataire. <strong>\u00ab<\/strong>\n Plus que jamais, le Qu\u00e9bec doit se doter d\u2019un contr\u00f4le strict des \nloyers afin de limiter les abus et les torts caus\u00e9s aux locataires qui, \ntrop souvent, ont peine \u00e0 joindre les deux bouts <strong>\u00bb<\/strong>, r\u00e9clame le porte-parole du RCLALQ, Maxime Roy-Allard.<\/p>\n\n\n\n<p><strong>Les d\u00e9m\u00e9nagements&nbsp;: une mine d\u2019or pour les hausses de loyer<\/strong><\/p>\n\n\n\n<p>La saison des d\u00e9m\u00e9nagements est synonyme de hausses de loyer \ncamoufl\u00e9es. \u00ab En ne remplissant pas la section G du bail, certains \npropri\u00e9taires limitent la connaissance des locataires sur l\u2019ancien loyer\n pay\u00e9 et profite de la situation pour augmenter de mani\u00e8re injustifi\u00e9 le\n loyer. Les locataires ont des recours lors de telles situations, mais \ndans les faits, peu de gens les utilisent, soit par ignorance de la loi,\n soit parce qu\u2019ils ne connaissent pas le prix pay\u00e9 par le dernier \nlocataire, ou encore par peur d\u2019envenimer les relations avec leur \npropri\u00e9taires d\u00e8s leur arriv\u00e9e \u00bb, rapporte Maxime Roy-Allard. Rappelons \nque seulement 0,5% des loyers sont fix\u00e9s \u00e0 la R\u00e9gie du logement chaque \nann\u00e9e.<\/p>\n\n\n\n<p>Liliane, ancienne locataire du Plateau Mont-Royal, a v\u00e9cu une telle \nsituation. Sa propri\u00e9taire a menti sur le montant pay\u00e9 par l\u2019ancien \nlocataire lors de la signature du bail. Selon Liliane \u00ab il faut changer \nles r\u00e8gles, car il y a des failles \u00e0 la R\u00e9gie du logement. Pour \u00e9viter \nde me retrouver \u00e0 la rue, j\u2019ai sign\u00e9 un bail pour un logement plus petit\n et loin du Plateau Mont-Royal o\u00f9 habite une bonne partie de ma famille.\n Je conteste actuellement la hausse de loyer de 110 $ que ma nouvelle \npropri\u00e9taire a faite alors qu\u2019elle a pr\u00e9tendu augmenter le loyer que de \n10$ par mois. \u00bb<\/p>\n\n\n\n<p><strong>Les hausses de loyer, une cause d\u2019appauvrissement des m\u00e9nages locataires<\/strong><\/p>\n\n\n\n<p>\u00ab&nbsp;Les hausses abusives \u00e9tranglent les m\u00e9nages locataires qui doivent \nsacrifier leurs autres besoins de base pour payer le loyer.&nbsp;En refusant \nde rendre obligatoire les mesures de contr\u00f4le de loyer, le ministre \nresponsable de l\u2019habitation, Martin Coiteux, endosse les abus de \npropri\u00e9taires \u00bb d\u00e9nonce M. Roy-Allard. Le RCLALQ rappelle que selon les \nplus r\u00e9centes donn\u00e9es de Statistiques Canada, pr\u00e8s de 480 000 m\u00e9nages \nconsacrent plus de 30% de leur revenu au loyer et sur ces locataires, \npr\u00e8s de 230 000 m\u00e9nages consacrent plus de 50% de leur revenu au \nlogement. La situation est encore plus extr\u00eame pour les 108&nbsp;500 m\u00e9nages \nlocataires pour qui plus de 80% de leur revenu sert strictement \u00e0 se \nloger.
