Le Regroupement des comit\u00e9s logement et associations de locataires du Qu\u00e9bec (RCLALQ) d\u00e9voilait ce matin les r\u00e9sultats de sa compilation exclusive sur les hausses de loyer.&nbsp; Encore une fois cette ann\u00e9e, le RCLALQ constate que pr\u00e8s de 9 locataires sur 10 re\u00e7oivent une hausse abusive de loyer. Pour mettre un terme \u00e0 ces exc\u00e8s, le RCLALQ demande au ministre responsable de l&#8217;habitation, Sylvain Gaudreault, d&#8217;instaurer un contr\u00f4le obligatoire et universel&nbsp; des loyers.<\/p>\n\n\n\n<p><strong>Des donn\u00e9es terrain qui choquent!<\/strong><br>Une trentaine de Comit\u00e9s logement et Associations de locataires, dans plus de six r\u00e9gions du Qu\u00e9bec, ont recens\u00e9 1429 demandes d&#8217;augmentation de loyer.&nbsp; Les r\u00e9sultats r\u00e9v\u00e8lent que 88.9% des propri\u00e9taires ne tiennent aucunement compte des taux d&#8217;ajustement de la R\u00e9gie du logement. En effet, les indices de la R\u00e9gie ne d\u00e9passaient pas 1% sauf pour les logements chauff\u00e9s au mazout.&nbsp; Or, les locataires ont re\u00e7u en moyenne des avis d&#8217;augmentation de l&#8217;ordre 3.8%. Globalement, ces m\u00e9nages se font extorquer 153$ par ann\u00e9e.<\/p>\n\n\n\n<p><strong>M\u00e9thodologie et \u00e9thique<\/strong><br>Pour bien \u00e9valuer le caract\u00e8re abusif d&#8217;un avis d&#8217;augmentation, il faut&nbsp; prendre en compte, outre le taux d&#8217;ajustement de la R\u00e9gie, les variations de taxes fonci\u00e8res et scolaires et les r\u00e9parations majeures. D&#8217;ailleurs, la recension du RCLALQ en fait \u00e9tat. \u00ab&nbsp;Nous rencontrons plus d&#8217;un millier de locataires et nous \u00e9valuons avec professionnalisme et diligence leurs avis d&#8217;augmentation&nbsp;\u00bb soutient France Emond, porte-parole du RCLALQ.&nbsp; Aussi, lorsqu&#8217;on restreint notre \u00e9chantillon aux entr\u00e9es pour lesquelles aucune r\u00e9paration majeure n&#8217;a \u00e9t\u00e9 faite, les r\u00e9sultats montrent que 857 m\u00e9nages se font flou\u00e9s de 16$ par mois, une somme de 192$ annuellement. En raffinant encore nos donn\u00e9es pour prendre en compte la variation de taxes, on constate que les m\u00e9nages locataires se font flou\u00e9s de 144$ annuellement.<\/p>\n\n\n\n<p><strong>Ruse, menace et intimidation envers les m\u00e9nages les plus d\u00e9munis<\/strong><br>Lors du renouvellement des baux, les locataires vivent \u00e9norm\u00e9ment de pression&nbsp;selon le RCLALQ. On demande aux locataires d&#8217;accepter une augmentation avec une promesse de travaux,&nbsp; on en menace d&#8217;autres de reprises de logement suite \u00e0 un refus. Enfin, des milliers d&#8217;avis non conformes circulent et induisent en erreur les locataires. \u00ab&nbsp;Lorsqu&#8217;on parle d&#8217;augmentation de loyer, l&#8217;ignorance et l&#8217;\u00e9motion passent malheureusement avant la calculette\u00bb d\u00e9plore Nicole Dionne du Bureau d&#8217;animation et information logement. \u00ab&nbsp;La m\u00e9connaissance des lois, la peur de m\u00e9sentente, ou de repr\u00e9sailles poussent les locataires \u00e0 accepter des hausses de loyer abusives&nbsp;\u00bb explique madame Dionne.&nbsp; Pour mieux informer les m\u00e9nages locataires, le RCLALQ m\u00e8ne une grande campagne d&#8217;\u00e9ducation populaire intitul\u00e9e<em>&nbsp;Oui vous pouvez refuser une augmentation de loyer<\/em>.&nbsp; Cette campagne est toutefois insuffisante pour endiguer les hausses de loyer. Depuis dix ans, au Qu\u00e9bec, les loyers ont augment\u00e9 de 177$\/mois, une augmentation de 34.5%.<\/p>\n\n\n\n<p>Non seulement la R\u00e9gie du logement ne prot\u00e8ge pas les locataires des hausses abusives de loyer mais en plus elle jette \u00e0 la rue annuellement des dizaines de milliers de m\u00e9nages en d\u00e9faut de paiement. Or, ces m\u00e9nages se retrouvent dans l&#8217;incapacit\u00e9 de payer leur loyer \u00e0 cause de ces augmentations abusives. Le comble de l&#8217;injustice vient du fait que la R\u00e9gie jette \u00e0 la rue les locataires dont elle aurait pu contr\u00f4ler le loyer.&nbsp; Pour le droit au logement, le RCLALQ demande l&#8217;encadrement des loyers. \u00ab&nbsp;Seul un contr\u00f4le obligatoire et universel pourrait prot\u00e9ger les locataires des augmentations abusives&nbsp;\u00bb conclut madame Emond, du RCLALQ.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>MONTR\u00c9AL et QU\u00c9BEC, le 14 nov. 2012.
