Le RCLALQ est toutefois soulag\u00e9 de constater une certaine stabilit\u00e9 au niveau des prix des grands logements (3 chambres et plus) dans les villes de Qu\u00e9bec et Montr\u00e9al. \u00ab&nbsp;Apr\u00e8s 12 ann\u00e9es de hausses abusives de loyer, la capacit\u00e9 de payer des familles est atteinte&nbsp;\u00bb a affirm\u00e9 France Emond, porte-parole du RCLALQ. La d\u00e9monstration est flagrante \u00e0 Qu\u00e9bec. La p\u00e9nurie est g\u00e9n\u00e9ralis\u00e9e avec un taux d&#8217;inoccupation qui frise le 0%.&nbsp; Malgr\u00e9 tout, les loyers ont continu\u00e9 d&#8217;augmenter, 2,1% en moyenne.&nbsp; La hausse s&#8217;\u00e9l\u00e8ve m\u00eame \u00e0 4% pour les logements de trois chambres \u00e0 coucher. Ailleurs en province, la situation demeure \u00e9galement inqui\u00e9tante. \u00c0 Gatineau, par exemple, la p\u00e9nurie s&#8217;accentue pour les logements familiaux; le taux d&#8217;inoccupation passant de 2% \u00e0 1,6% avec des hausses de loyer qui atteignent 1,6%. Selon le RCLALQ, la situation demeure probl\u00e9matique sur l&#8217;ensemble du territoire avec un taux d&#8217;inoccupation \u00e0 2,2%.<\/p>\n\n\n\n<p>Le RCLALQ rappelle aux m\u00e9nages en recherche de logement que les propri\u00e9taires ont l&#8217;obligation de d\u00e9clarer le loyer le plus bas pay\u00e9 dans les douze derniers mois. C&#8217;est dans la section G du bail que doit se retrouver cette information. \u00ab&nbsp;Or, cette section du bail n&#8217;est jamais remplie&nbsp;\u00bb d\u00e9plore madame Emond. Les locataires ne peuvent pas exercer leurs recours en fixation de loyer sans conna\u00eetre l&#8217;ancien prix. Un registre des loyers permettrait aux locataires de se pr\u00e9munir des hausses abusives de loyer lors de la signature d&#8217;un bail.&nbsp; France Emond s&#8217;est dite choqu\u00e9e que le gouvernement refuse d&#8217;aller de l&#8217;avant avec le registre privant ainsi, selon elle, les locataires de leur seul recours.<\/p>\n\n\n\n<p>Selon le RCLALQ, l&#8217;automne pourrait bien \u00eatre chaud. Le RCLALQ entend talonner le ministre des Affaires municipales, des R\u00e9gions et de l&#8217;Occupation du territoire, Laurent Lessard, sur ce dossier. \u00ab&nbsp;Notre priorit\u00e9 pour les locataires est d&#8217;obtenir un v\u00e9ritable contr\u00f4le des loyers&nbsp;\u00bb de conclure madame Emond.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Montr\u00e9al, le 12 juin 2012.
