Le Regroupement des comit\u00e9s logement et associations de locataires du Qu\u00e9bec (RCLALQ) est tr\u00e8s inquiet par les donn\u00e9es r\u00e9v\u00e9l\u00e9es aujourd\u2019hui par le Rapport sur le march\u00e9 locatif de la Soci\u00e9t\u00e9 canadienne d&#8217;hypoth\u00e8ques et de logement (SCHL). La SCHL rapporte une augmentation des loyers de 6% en 2020 dans la province du Qu\u00e9bec, soit bien au-del\u00e0 de l\u2019inflation et des estimations moyennes du Tribunal administratif du logement.<\/p>\n\n\n\n<p>En raison de la flamb\u00e9e des loyers qui s\u00e9vit pr\u00e9sentement au Qu\u00e9bec, les logements disponibles demeurent inaccessibles pour de nombreux locataires. La crise du logement est loin d\u2019\u00eatre r\u00e9gl\u00e9e et il est fort \u00e0 parier que la demande de logements augmentera rapidement une fois la pand\u00e9mie termin\u00e9e. Pour ces raisons, le RCLALQ r\u00e9clame l\u2019intervention imm\u00e9diate de la ministre de l\u2019Habitation, Andr\u00e9e Laforest, pour que soit instaur\u00e9 un gel des loyers.<\/p>\n\n\n\n<p><strong>Des logements disponibles, mais \u00e0 quel prix ?<\/strong><\/p>\n\n\n\n<p>La SCHL d\u00e9voile aujourd\u2019hui que le taux d\u2019inoccupation des logements locatifs est de 2,5% pour la province de Qu\u00e9bec, comparativement \u00e0 1,8% l\u2019an pass\u00e9. La province est donc toujours sous le seuil d\u2019\u00e9quilibre de 3%, ce qui rend la recherche de logements difficile. Seules deux r\u00e9gions m\u00e9tropolitaines de recensement (RMR) ont aussi vu leur taux d\u2019inoccupation augment\u00e9 en 2020&nbsp;: 2,7% pour Montr\u00e9al et 2,7% pour Qu\u00e9bec. Nuance importante apport\u00e9e par la SCHL, le taux d\u2019inoccupation pour les logements dits abordables sont toujours tr\u00e8s faibles dans la r\u00e9gion de Montr\u00e9al, soit de 1,6%.<\/p>\n\n\n\n<p>Pendant ce temps, la RMR de Gatineau voit sont taux d\u2019inoccupation stagn\u00e9 \u00e0 1,6% alors qu\u2019il y s\u00e9vit une grave crise du logement, et que la RMR de Saguenay voit son taux diminu\u00e9 \u00e0 2,8% et que les taux de Sherbrooke et Trois-Rivi\u00e8res sont dangereusement bas, \u00e0 1,3%.&nbsp; Plusieurs municipalit\u00e9s ont \u00e9galement des taux d\u2019inoccupation extr\u00eamement faibles :<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td class=\"has-text-align-center\" data-align=\"center\">Villes<\/td><td class=\"has-text-align-center\" data-align=\"center\">Taux d\u2019inoccupation<\/td><td class=\"has-text-align-center\" data-align=\"center\">Taux d\u2019inoccupation des grands logements<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">St-Hyacinthe<\/td><td class=\"has-text-align-center\" data-align=\"center\">0,6%<\/td><td class=\"has-text-align-center\" data-align=\"center\">&#8211;<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Granby<\/td><td class=\"has-text-align-center\" data-align=\"center\">0,2%<\/td><td class=\"has-text-align-center\" data-align=\"center\">0,9%<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Rimouski<\/td><td class=\"has-text-align-center\" data-align=\"center\">0,9%<\/td><td class=\"has-text-align-center\" data-align=\"center\">0,2%<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Mont-Laurier<\/td><td class=\"has-text-align-center\" data-align=\"center\">0,7%<\/td><td class=\"has-text-align-center\" data-align=\"center\">0%<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Alma<\/td><td class=\"has-text-align-center\" data-align=\"center\">0,9%<\/td><td class=\"has-text-align-center\" data-align=\"center\">0%<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Joliette<\/td><td class=\"has-text-align-center\" data-align=\"center\">0,4%<\/td><td class=\"has-text-align-center\" data-align=\"center\">0%<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Rivi\u00e8re-du-Loup<\/td><td class=\"has-text-align-center\" data-align=\"center\">1,3%<\/td><td class=\"has-text-align-center\" data-align=\"center\">1,1%<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">St-Georges<\/td><td class=\"has-text-align-center\" data-align=\"center\">0,6%<\/td><td class=\"has-text-align-center\" data-align=\"center\">0%<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Val-D\u2019Or<\/td><td class=\"has-text-align-center\" data-align=\"center\">0,9%<\/td><td class=\"has-text-align-center\" data-align=\"center\">0,5%<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>Concernant les grands logements qui peuvent accueillir des familles, il est fort inqui\u00e9tant de constater que les taux d\u2019inoccupation sont toujours aussi faibles. \u00ab Il sera toujours aussi difficile pour les grands m\u00e9nages de se trouver un logement ad\u00e9quat, et la discrimination continuera de frapper durement les familles qui sont \u00e0 la recherche d\u2019un logement abordable \u00bb, affirme le porte-parole du RCLALQ.<\/p>\n\n\n\n<p>De son c\u00f4t\u00e9, le prix des loyers continue d\u2019exploser. D\u2019apr\u00e8s l\u2019enqu\u00eate de la SCHL, le loyer moyen a augment\u00e9 de 6% au Qu\u00e9bec, s\u2019\u00e9tablissant \u00e0 844$. Ces augmentations de loyer font tr\u00e8s mal aux locataires \u00e0 faible et modeste revenu. Pour les 195&nbsp;000 m\u00e9nages locataires qui accordent plus de 50% de leur revenu au paiement du loyer, ces hausses signifient trop souvent de devoir couper dans leurs autres besoins de base.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td class=\"has-text-align-center\" data-align=\"center\">RMR<\/td><td class=\"has-text-align-center\" data-align=\"center\">Hausse moyenne des loyers (cat\u00e9gorie \u2018tous les logements\u2019)<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Gatineau<\/td><td class=\"has-text-align-center\" data-align=\"center\">7%<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Montr\u00e9al<\/td><td class=\"has-text-align-center\" data-align=\"center\">6%<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Qu\u00e9bec<\/td><td class=\"has-text-align-center\" data-align=\"center\">4%<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Saguenay<\/td><td class=\"has-text-align-center\" data-align=\"center\">3%<\/td><\/tr><tr><td class=\"has-text-align-center\" data-align=\"center\">Sherbrooke<\/td><td class=\"has-text-align-center\" data-align=\"center\">3%<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>Le RCLALQ rappelle par ailleurs que les prix moyens r\u00e9v\u00e9l\u00e9s par la SCHL ne sont pas repr\u00e9sentatifs du loyer moyen mis en location. Selon une <a href=\"https:\/\/rclalq.qc.ca\/publications\/enquete-flambee-des-loyers\/\">importante \u00e9tude effectu\u00e9e par le Regroupement au printemps 2020<\/a>, les logements \u00e0 louer sur la plateforme Kijiji sont en moyenne 30% plus chers que les co\u00fbts r\u00e9v\u00e9l\u00e9s par la SCHL. Le prix moyen d\u2019un logement \u00e0 louer de 2 chambres \u00e0 coucher est de 1032$ par mois au Qu\u00e9bec, tandis qu\u2019il est de presque 1300$ pour les logements de 3 chambres et plus.<\/p>\n\n\n\n<p>Le RCLALQ r\u00e9clame l\u2019intervention de toute urgence de la ministre Andr\u00e9e Laforest. Un gel des loyers doit \u00eatre instaur\u00e9 rapidement, mais ultimement la ministre doit mettre en place un contr\u00f4le obligatoire des loyers ainsi qu\u2019un registre des loyers pour que les locataires puissent se loger convenablement.
