Les \npropri\u00e9taires&nbsp;sont libres d\u2019augmenter le prix du logement \u00e0 leur guise. \nLe fardeau du&nbsp;contr\u00f4le des loyers repose sur les \u00e9paules des locataires.\n Dans la pratique, les&nbsp;locataires doivent formellement contester une \nhausse de loyer pour que les&nbsp;m\u00e9canismes de contr\u00f4le de la R\u00e9gie du \nlogement s\u2019appliquent. En ce moment, lors de la signature d\u2019un bail, il \nest quasi&nbsp;impossible de savoir si le loyer demand\u00e9 est diff\u00e9rent du prix\n pay\u00e9 auparavant. L\u2019enregistrement&nbsp;obligatoire du prix du logement dans \nun registre est une mesure essentielle pour un meilleur contr\u00f4le des \nloyers.<\/p>\n\n\n\n<p>Gr\u00e2ce au registre des loyers, les locataires disposeraient de \nl\u2019information n\u00e9cessaire pour refuser une hausse&nbsp;abusive de loyer \npuisqu\u2019ils ou elles conna\u00eetraient le prix pay\u00e9 par les anciens \nlocataires.<br>\nTous les chiffres confirment que les mesures de contr\u00f4le des loyers \nmises en place par la R\u00e9gie du logement sont&nbsp;inefficaces. \u00c0 preuve, elle\n fixe moins d\u2019un pour cent des loyers annuellement ; c\u2019est-\u00e0-dire que 99\n % des loyers&nbsp;\u00e9chappent au contr\u00f4le de la R\u00e9gie ! En raison de son \ncaract\u00e8re facultatif, le contr\u00f4le des loyers ne r\u00e9ussit pas \u00e0&nbsp;prot\u00e9ger \nad\u00e9quatement les locataires et le Regroupement des comit\u00e9s logement et \nassociations de locataires du&nbsp;Qu\u00e9bec (RCLALQ) revendique, \u00e0 cet effet, \nun contr\u00f4le obligatoire. Mais ce dernier serait insuffisant s\u2019il n\u2019\u00e9tait\n pas assorti d\u2019un registre des loyers. Le pr\u00e9sent texte explique comment\n un registre des loyers obligatoire&nbsp;pourrait \u00eatre une mesure efficace \npour accompagner le contr\u00f4le les loyers.
